October 2009 Puzzle

You are equipped with a single 2, 3, 22, and 33 along with the ability to combine them using only subtraction, multiplication, and division. 

Your job is to create as many integers from
1 - 25 (inclusive) as are possible. 
Note:  there are three that can't be created. 

You may use any number of parentheses to control the order of operations and need not use all four numbers each time.  Remember, no number can be used twice.
