In the Tower of Pascal there is an elevator with the strange property that it only has the ability to go either up 8 floors at a time or down 11 floors at a time.  So for example, if you were on the 5th floor, you could not go down, since there wouldn't be 11 floors available below you.  It turns out that it is possible to start at the first floor, visit each floor exactly once and return to the first floor.  However, if the tower had one floor less, this would not be possible. 

How many floors does the Tower of Pascal have?

Your solution must include a sequence of floor numbers showing how one would traverse the floors, as well as a reason why one fewer floor would render such a feat impossible.
